Neighbourhood Priority Statement
St Breward Parish Council has established a Neighbourhood Priority Statement (NPS) Steering Group to carry out and produce a Neighbourhood Priority Statement which will be shown to the community and the Parish Council for consideration and acceptance before being submitted to Cornwall Council by 1st October 2027.
Cornwall Council is producing a Local Plan that will be valid until 2050 and have a legal duty to consider approved NPS's when drafting major regional planning policies.
A Neighbourhood Priority Statement (NPS) is a simple, community-led document which can: - Influence the Cornwall Local Plans: Local authorities have a legal duty to consider approved NPS's when drafting major regional planning policies.
- Save Time and Money: It avoids costly independent examinations and public referendums, making it ideal when official funding or volunteer resources are limited.
- Guide Investment: It helps direct future infrastructure spending, funding bids, and community improvement projects toward real local needs
Communities can explicitly highlight which green spaces, heritage sites, or views need strict protection. An NPS lets local communities clearly state their vision for the future of where they live. |

How the Steering Group will produce the Neighbourhood Priority Statement (NPS)
The Steering Group is made up of nine members (four parish councillors and five parishioners), they will be organising various consultation events, visiting local organisations, delivering paper surveys to the 400 or so dwellings in the parish and making available an online survey.
The full Steering Group will meet regularly, the dates, places and agendas of these meeting will be published and members of the community are welcome to attend. Prior to the start of these meeting there will be an opportunity for members of the community to speak.
